Changes to the Loan Repayment Programs

The NIH is streamlining the Loan Repayment Programs to simplify benefits and increase the number of funded contracts and success rate.

Participants are no longer required to pay a portion of their debt. All of a participant’s eligible educational loan debt will be repayable. Previously, debt equal to 10 percent of a participant’s initial base salary was excluded from the repayable debt and remained the responsibility of the participant.

Repayable debt is now a fixed dollar amount. In the past, repayable debt (and quarterly payments) changed when interest rates fluctuated or participants made payments on their loans. Starting with contracts awarded in calendar year 2011, repayable debt will be calculated at the beginning of the contract, and quarterly payments will remain constant over the life of the contract.

NIH will only pay the 39 percent tax payment required by law. Requests to pay additional LRP-related federal, state, or local taxes will no longer be honored.
